What is the Flemish Building Pass?

The Flemish Building Pass is a free digital passport that contains all the information of a non-residential building and its land. The information is info available to the Flemish Government. Also, the owner of the property will be able to add documents himself to the Flemish Building Pass.

The building pass facilitates administration when building, remodeling, selling and renting the property. In addition, the building pass also increases transparency in the real estate industry. Finally, we improve housing quality.

Which buildings does the building pass apply to?

The Flemish Building Pass applies to non-residential buildings. These are utilitarian buildings, such as schools, catering establishments, healthcare facilities, sports halls, cultural centers, etc.

The Flemish Building Pass does not apply to industrial and agricultural properties.

Residential buildings are subject to the Flemish Housing Pass.

What dates does the Flemish Building Pass include?

One will initially automatically add information to the building pass. See the list below. This information remains permanently associated with the property and is transferable from owner to owner.

As an owner, there is an option to add your own documents (supporting documents).

The data will keep expanding. So the list below is not limited to the data points below:

  • The asbestos certificate
  • The Gas Certificate
  • The soil attestation and soil information
  • The urban planning and digital building permit
  • The inspection certificates of the heating system
  • The EPB declaration and energy performance certificate (EPC).
  • Information on:
    • the insulation
    • the sewage system
    • the renovation obligation
    • the environment: relevant environmental maps
    • the electricity and gas meters and consumption
    • the flood sensitivity of the environment
    • water supply, indoor water plant inspection and private water inspection
    • the systems: domestic hot water, heating, cooling, ventilation, home batteries and solar panels

 

Data one is likely to add:

  • Energy consumption
  • Accessibility
  • The infrastructure in place
  • The mobility opportunities
  • The (circular) use of materials
  • The type of building: education, hospitality, healthcare, etc.

How do I access the Flemish Building Pass?

Update Feb. 14, 2024: the building pass is not yet live. We will update the information and link as soon as it is published in the Belgian Official Gazette.

As the owner of the building, log in via www.vlaanderen.be with your electronic identity card (eID) and code or with a digital key such as the itsme app, security code via app or SMS.

As an owner, there is an option to share the Flemish Building Pass with third parties and to share it publicly, subject to authorization. Third parties include, for example, the building manager, architect or expert.

You as the owner – in the future – will be able to divide the property into units. Cluster the building units into logical groups. In the future, you as an owner will also be able to bulk share multiple buildings.
